Commission on the Future of Public TRansport in the State of North Rhine-Westphalia
Client: Ministry of Construction, Habitation, Urban Development and Transport of the State of North Rhine-Westphalia
The Commission on the Future of Public Transport in the State of North Rhine-Westphalia was summoned in 2011 based on the Coalition Contract of the Social Democratic Party (SPD) and the Alliance '90/The Greens (Die Grünen). The work was focused on the issues of investment and modernization gaps in public transport and the associated changes in public funding framework. Additionally the demographic development, the optimization of institutional structures in public transport and the future tariff optimization were analyzed. The Commission consisted of the representatives of Public Transport Authorities, Operators, Passenger Associations, Labor Unions, Municipalities Associations and Universities.
The Commission started its work in February 2012. Several working groups were established to address the various thematic fields. The key results and recommendations of the working groups were presented and approved during Commission Meetings (13 in total, including one 2-day conference).
The Commission was supported by the Commission Office, formed by the Joint Venture of KCW GmbH, Berlin and Rail&Bus Consultants GmbH, Duesseldorf. Their tasks mainly were:
Professional and organizational support to the working Groups;
Organization and administration of the Commission Meetings;
Coordination and dialogue for consensus building;
Consolidation of the working results, preparation of the Commission Reports;
Document management including installment and Management
of a comprehensive online document database for the complete project period.
The Commission work was finished in August 2013 and the final report was submitted to NRW Transport Minister Michael Groschek. The Commission reports are published on the webpage of the State Ministry of Transport.*
